Hotel Okura Kyoto Okazaki Bettei is a small, refined luxury hotel some call Japan's best — clean spacious rooms, morning English/Japanese newspapers, excellent tea and tea sets, a shared garden with the Okazaki shrine villa, a nice-view lounge, and service guests rate top-tier even for Kyoto: lovely staff who make you feel like old nobility in your own residence. It is superbly placed for Eikan-do, the Philosopher's Path, Ginkaku-ji and autumn leaves. Notes: a street-facing second-floor room was noisy, the air conditioning was hard to set, no buckwheat pillows, restaurant service was polite but cold, and dining options nearby are limited — a supermarket and buses sit opposite.
